The over-development of car traffic has produced a fierce backlash against the daily life、habit、health problems and even the urban development. The pedestrian and bicycle transportation is always the mainly way of Urban resident trip that has advantages of green、efficient and healthy, but it has never got enough attention which result in the hostile environment full of danger and inconvenience. The guiding planning and design starting point of pedestrian and bicycle transportation is often mitted for the minimal car traffic irritation based on the ignore basic comprehend and respect for man, and remained the car oriented ideal. Research of domestic urban pedestrian and bicycle transportation has not formed a systematic theory system compared to car traffic, it is either lack of statistical of data and empirical analysis with no survey or lack of systematization and pertinence which lead to the hollow conclusion that barely provided the survey of urban pedestrian and bicycle transportation completely.Under this background, the investigation for pointed and systematic research methods especially in the quantitative empirical analysis has great realistic significance for decision support definite purpose、devise tactics and plan&design conception of pedestrian and bicycle transportation.The PLPS (Public Life and Public Space) survey from Jan Gehl mainly research the walking、cycling and other activities as well as the effect of urban street and square on these activities, it is widely used in the urban reconstruction projects around the World including the Chongqing and Kunming. At present, it has no any systematic research on planning and design of pedestrian and bicycle transportation in home, so the paper researched how to carry out the PLPS survey on planning and design of pedestrian and bicycle transportation from top to bottom.This paper first made it clear that walking and cycling are both main traffic mode and public activities during the renaissance epoch, as well as the importance of systematic research method on the development of pedestrian and bicycle transportation by summarized the trend of development and theoretical study of pedestrian and bicycle transportation. The paper think this research method is very fits into the multifactor developed trend in pedestrian and bicycle transportation based on the characteristics of PLPS survey、pedestrian and bicycle transportation and trend of it development.Systematic and normative research methods、unified evaluation and the people oriented ideal are all the advantages of PLPS survey. The paper has nosed out the PLPS survey is helpful to define reasonable development targets、complement data involving non-motorized travel options, and make urban pedestrian and bicycle transportation and public life invisible by analyzing practical applied value of PLPS survey on the development of pedestrian and bicycle transportation and improving walking and cycling space. It also could find the present situation and problems of pedestrian and bicycle transportation, guide the planning and design, evaluate the actualize effect objectively and support project decision.Considered the important role of walking and cycling as well as the characteristics of PLPS survey which pay attention to public space and life, the paper researched the local improvement of PLPS survey in order to fit the need of it that walking and cycling are important traffic modes, assessment indexes of methodology were further improved and assessment indexes system of walking space and cycling were successfully constructed corresponding to the content.Finally, the paper investigated the methods on pedestrian transportation planning and design based on PLPS survey. Put forth the principles of pedestrian transportation planning and design including the man oriented ideal、regional quiet transportation、fitting transportation and development need of walking and bicycle for higher standard as well as Construction of facilities combined with the characters of PLPS survey and pedestrian and bicycle transportation development. Based on this,the paper researched methods of planning and design for bicycle system、walking space and location nodes based on methodology respectively, and take Panlong River project in Kunming City as an example, the paper analyzed the pedestrian and bicycle transportation planning and design based on PLPS Survey.
