With the sustained development of China’s national economy, take high gradehighway and railway as the main body of the basic construction has made rapiddevelopment, more and more highway engineering construction in the mountainousarea with the complex of engineering geological conditions. Although this slope hastaken necessary support measures during the construction, because of the engineeringgeological problem is very complex, there are many uncertain factors and thusdifficult to ensure highway slope absolute safety, the slope stability problem forpeople’s life and property safety and engineering construction have caused huge threat,so the highway slope safety evaluation and management, as well as emergencydecision-making research is necessary.This paper make full use of GIS platform spatial analysis, mass storage andvisualization features, relying on two highway in southern mountains Anhui province(Tang-Tun&Huang-Ta-Tao Highway), based on the highway slope’s monitor, thepaper studies the slope deformation-destroy early warning model, realize themountainous area highway slope safety management and emergency decision-makingtechnical support. Some conclusions by study the analysis of characteristics of thehighway slope, slope monitoring layout, monitoring data and database docking, dataautomatic storage system, deformation-damage model establishment and emergencydecision early warning system development. The research conclusions are describedas follows:(1) The survey of highway slope stability has a significant effect on the geological conditions and factors, including the geometric feature of slope, rocks,rock mass structure, ground stress and human activities, such as rainfall, andsummarizes the study area is the basic characteristics of highway slope, and takeengineering geological zoning for study area according to the stratigraphic lithologyand the main deformation of slope.(2) Based on ArcGIS developed the highway slope comprehensive geologicalinformation database; realize the highway slope of geological informationcomprehensive management. In the operation of the system in the process, can be completed the slope geological attribute information, for the slope safety managementprovided basic data for the emergency decision support.(3) For slope monitoring of various monitoring instrument and its data format isnot uniform problem, based on the existing research results, and developed themonitoring data automatic warehousing system, realized unified management thedifferent format of monitoring data in emergency decision platform.(4) According to the slope deformation displacement monitoring data, throughImproved Variable Dimension Fractal-Artificial Neural Network (IVDF-ANN) model,and predict slope deformation development trend, for the slope safety managementand emergency decision-making etc. to provide the theory basis.(5) Collect and deal with the slope of the basic data, establish a highway slopedatabase, and formed the comprehensive geological information database, combinedwith the slope real-time monitoring data, through the slope deformation-destroy earlywarning model’s theory, based on ArcGIS (C#) secondary development technology,set up a Mountain Area Highway Slope Safety Management and EmergencyDecision-making System, through this system, can real-time monitoring of the slopestability of the slope along the highway, analyses after rainfall slope deformation andsupporting structure stress changed, and predict the evolution trend of stability, finallyrealizes the highway slope in southern mountains Anhui province safety managementand emergency decision-making.
