With the significant increase in highway mileage and traffic flows, the situation of traffic safety in China are becoming increasingly severe, the number of traffic casualty is rapidly increasing. In order to reduce the casualty of traffic accidents, emergency rescue is an effective countermeasure to reduce the mortality of the accident besides the prevention strategy.At present, the works of emergency rescue in our country have just started. Plenty of research has been done about the system of the emergency rescue, but it is neither perfect nor in depth, and with a poor systematic ness. For instance, who is in charge of the report and distribution after the accident, the transmission of the information between the rescue departments is disordered; the organization of the rescue is also chaotic. The researches rarely focus on the rational allocation of the rescue resource and how they arrive at the accident spot as soon as possible. Currently, there have been no reasonable methods to resolve the problem.This paper based on the development tendency of the emergency rescue, aim at the freeway of Chongqing, combine with the project "the study of the emergency rescue system in chongqing"(in the charge of the transportation committee),with the prerequisite conditions of theoretical analysis and field research, refer to the advanced theory and experience of foreign countries, the emergency rescue system of Chongqing is built, the component of the system and the responsibility of each department are both studied. Make certain the information transmission and organization order in the process of the emergency rescue. The resource database of emergency rescue in Chongqing is constructed, and the rescue resource is integrated, this will ensure that the aid workers could acquire the resource information of different department. The emergency rescue model based on the shortest arrival time and the optimal resource allocation is built, and put forward the algorithm of the model. By virtue of advanced computer technology, the aid decision-making of the emergency rescue system in Chongqing is developed. Based on the freeway net in Chongqing, with the nesting of PowerBuilder and MapX, by means of additional information such as accident plot, accident type, accident grade and the necessary rescue resource, the simulation experiment on assistant rescue plan is implemented.
