The face of China’s population growth, farmland is less and less attention to the situation, underground space, make full use of underground space resource, has become the inevitable choice to solve the above problems. However, the development and utilization of underground space has investment big, construction difficulty is great, construction cycle is long and difficult. So the development and utilization of underground space, must treat seriously, to the development of different regions are potential analysis, in order to avoid to repeat construction, increase investment and underground resources cause unnecessary damage problems.In this paper the development and utilization of city underground space of theory on the basis of the research, explores the city underground space in energy efficiency, disaster protection, source and material storage advantages advantages. Through the analysis of Zhengzhou city’s underground space utilization, not difficult discovery, at present Zhengzhou city is still at the initial stage of utilization of underground space, development has both constraints and have positive factors, development and utilization of underground space,the opportunityand challenge coexist.This paper presents the extension evaluation method of this new evaluationmethod, the city underground space development potential evaluation, anddemonstrates the applicability of this method. Next, according to the principle ofquota system and the existing research results, from the underground space resourcequality of coordination degree, the government,enterprises, publicparticipation of thethree party coordination degree and the social benefit and economic benefit of thecoordination of the three aspects, to establish a city underground space exploitationpotential evaluation index system. And on this basis, taking Zhengzhou city as anexample, discusses in the different regions, Zhengzhou city underground spacedevelopment potential, and identify the different regional development potential.Zhengzhou city relying on the realistic background and the characteristics ofunderground space, exploring in Zhengzhou city’s underground space developmentand utilization of the overall train of thought, to the Zhengzhou city undergroundspace development strategy put forward conception. Finally, the author summarizes,pointsout someproblemsneed further research.
