With the acceleration of urbanization, the so-called "urban syndrome", such as population explosion, crowded space, resource shortage, environment worsening and so on has appeared. The contradiction between the demand of urban expansion and the shortage of urban land are also increasingly prominent. They seriously restrict the healthy development of the city. Reasonable development of urban underground space can effectively solve the contradiction, which is conducive to sustainable urban use. Urban underground space use had become a topic of urban solid use, which was widely concerned. The capacity and potential of urban underground space use are huge, but it is easily affected by the factors, such as the geological conditions, economic strength and social benefits, and so on. It has the irreversibility. It needs to demonstrate the necessity and feasibility. At present, urban underground space use is in a chaotic state. Therefore, the potential of the urban underground space use is worthy of studying. We should reasonably assess the potential level of the use of urban underground space. It can help to reasonably ensure the use capabilities and scale. It can also help to provide the basis decision for the city planning department, in order to promote rational and orderly use of urban underground space.This paper is based on the theory of land location, land system, sustainable land use and extension, and uses the three kinds of research methods which contain the standard combined with empirical analysis, qualitative combined with quantitative analysis and extension synthetic evaluation method. Then the paper researched the city underground space use and current situation and influencing factors of the demonstration area---Tianfu new area, and built a comprehensive evaluation model by structuring the index evaluation system. Finally, according to the results of the empirical study and taking example by foreign urban underground space development and utilization, the reasonable countermeasures of the urban underground space use were put forward.The main conclusions of this paper are as follows:(1) We can solve the "urban syndrome" through the development of city underground space to a certain extent Putting the urbanization as a breakthrough point and on the basis of sustainable development theory, the author researched the relations included "city syndrome", the urban sustainable development and urban stereoscopic development. The conclusion: urban underground space development is an effective way to properly solve "city syndrome".(2) It has the necessity and feasibility to develop the urban underground space in Tianfu new areaWith the construction in-depth in Tianfu new area, the contradiction between the growing demand of urban land and the effective supply of urban land has become acute. It need to find the effective measures to ensure the reasonable development of urban underground space in Tianfu new area; At the same time, the paper has fully demonstrated the feasibility of the development of city underground space in Tianfu new area by analyzing the condition of the geology, economy, technology and policy.Therefore, it is necessary and practicable to develop the urban underground space in Tianfu new area.(3) the potential development grading of underground space in Tianfu new areaAccording to the natural, economic and social conditions in Tianfu new area, this thesis engaged with an empirical study on the potential development capability of the urban underground space in Tianfu new area with a model combing with extension evaluation method and Delphi method. The conclusions as follows:the High-tech Zone and Shuangliu county are graded into the first level; Xinjin county and Longquanyi region are graded into the second level, which are regarded as general development zones; while Meishan and Jianyang region are graded into the third level as underground space for reservation.Based on the conclusions, some suggestions are given in the followingAccording to the planning, investment, financing and the perspective of regulation and law, the paper came up with the policy suggestion of urban underground space development. as follows:to scientifically draw up the planning of urban underground space development, to explore diverse investment and financing modes, to lead a development of urban underground space with a main body by taking the rail traffic, to build an impeccable legal system and management system of urban underground space development.
