Index System Of Urban And Rural Planning For "Two-oriented Society"

The Fifth Plenary Session of the Sixteenth CPC Central Committee proposed that"building a resource-saving and environment-friendly society"（"two-oriented society"),and regarded the construction of "two-oriented society" as a long-term strategic task ofNational Economic and Social Development plan. Domestic research related"two-oriented society," mostly remain in the policy and goal level, cannot guide theconstruction and implementation. Urban and rural planning is the key area in the buildingof "two-oriented society", a clear index system for scientific planning of urban and ruralplanning is required. The "two-oriented society" index system is to find or create a metricruler, and accurately to grasp the effect and process of building of "two-orientedsociety".It’s an important tool for the measurement by a ruler to measure the level ofprotection of regional resources, ecological degree of environmental protection andsustainable development potential.Based on a comprehensive literature research on sustainable development of urbanand rural,following like "eco-city index system","sustainable development index ","index in the field of urban and rural planning system","two-oriented society" indexsystem, Summarizing the characteristics of the index system. Overall, domestic "society"Construction is still in the exploratory stage, practice in the field of urban and ruralplanning is scarce. The field of urban and rural planning on how to build a l framework ofindex of "two-oriented society",and how the indicators used in the existing planning andmanagement, land development, detailed planning, and implementation of all aspects ofthe problem, which is planning decision-makers should pay attention to the problem.The author attempts to combine the construction of index system of urban and ruralplanning and the comprehensive development goals and strategies on "two-orientedsociety", constructing an Index System of Urban and Rural Planning for "two-orientedsociety". This article is from the following four aspects:First, the ideas for index system construction---Through the layers of progressivedeletion method of election, to determine the "two-oriented society" composite indextargeting factor, Based on this factor to the index in the field of urban and rural planning research, the target for further screening. Finally, expert advice based on the Delphimethod to correct the index framework, and then come to have some scientific basis oftheoretical results.Second, the index system framework for the operation-----From the establishment ofurban and rural planning phase, implementation phase, the effect evaluation phase,combined with block diagram form, the system of index described in various stages ofoperation.Third, the Statistics and calculations for the indicators-----The more traditionalmethod of calculating a single index，Rely heavily on direct calculation such as land andeconomic indicators statistics. Quantitative index to promote diverse methods, such assurvey, the use of GIS platform computing and calculation methods such as space syntax,the index system of comprehensive statistical data. Fourth, some empiricalresearch----Take Wuhan East Lake District National Innovation Model for example,proposed planning targets for the "two-oriented society" pilot area, Index described in theplan preparation, implementation and evaluation stages of the role of the various stages ofthe whole process and use of technology. With a view to the preparation of urban and ruralplanning,and play a better guiding role to the construction and implementation of"two-oriented society".
