The Index System Research Of Regulatory Detailed Planning In Urban And Rural Areas

There has been thirty years for the development of regulatory detailed planning in our country. The regulatory detailed planning development has entered a relatively mature and stable period with the continuous efforts and improvement of urban planners from all parts of the country. As a core component of the regulatory detailed planning, index system is a powerful tool to control urban land. However, since there are so many problems in the process of real compilation and implementation, it could not guide the development of urban land properly and correctly. This thesis is problem-oriented and starts with the existing problems in the regulatory index system, traces back to the source-zoning which is referred by the regulatory detailed planning in China, then analyzes deeply the zoning index system of three city districts to grasp its control guide method and guide exist; finally compares zoning with regulatory index system in our country to make sure the necessity of optimization.Through learning from the experiences and practices of the zoning index system, this thesis analyzes and refactors the regulatory index in our country and mainly focuses on the study of the following aspects:Firstly, it summarizes the three factors-land economy, urban scene and nature of land usage that affect urban regulatory index system through analyzing the basic elements of urban five districts, respectively; secondly, it demonstrates how the three factors affect the urban regulatory index system, which not only states the concrete methods, but also trys to find the classification problems of urban land at the level of regulation; thirdly, it proposes to add the open space ratio and stick line ratio into the regulatory index system, and discusses the two ratios from their definitions, necessity of adding and control method; fourthly,it analyzes the relationship between building height and setback, building density、building height、as well as floor area ratio by using urban design method; fifthly, it uses concrete case to demonstrate how to determine the core indicators of regulatory index system based on the effect of the three major factors;sixthly, referring to the urban regulatory detailed planning,the author builds rural regulatory index system from synergistic effect of regularity index and guidance index which is guided by the urban and rural overall development, In order to control and guide these rural areas and better ensure sustainable development in the rural areas.This thesis finally determines the regulatory index system of urban and rural areas, respectively by the city regulatory index system and the country regulatory index system.Compiling and implementing regulatory detailed planning should fully consider the effect of three factors, follow the scientific nature of the interactive relationship between indexes. On the basis of it, adding the open space ratio and stick line ratio to regularity index guiding urban open space and street space. Although rural regulatory index system learns from the urban’s, they have different settlement patterns and compiling methods. The target of rural regulatory index system is "guiding" which is different from "controlling" in urban regulatory index system. Therefore, further research on their classification of land usage and implementation management remains to be carried out.
