Along with the progress of economic construction, the construction of our countrypower industry received a speedy development. The power system is expandingconstantly all the time, and the grid transmission capacity fell structure is more and morebig, more and more complex. That promoted as a power system is an important part ofthe pattern of the rapid development of substation.Electronic type instrument transformer and intelligent switch has been more matureapplication, at the same time communication technology has been rapid development.Under this background, according to the IEC61850standard, substation automationstructure began to gradually shift to digital substation. System of standard of stronger,stronger compatibility, the primary equipment is fully digital and the secondaryequipment is networking. This paper mainly studies on the background of the user end ofthe digital substation design and implementation. On end user common110/10kVsubstation as the design object, the whole substation from the first device to the twodevice, from the process layer control layer, arrive from hardware to software undertookpreliminary design. And the user end of the digital substation the most importantequipment of relay protection for hardware and software design, through a series ofexperiments to verify the equipment function and performance.
