A Policy Study On Promoting The Implementation Of Green Roofs

Since1960s, German has done abundant researches and experimentations to establishgreen roof technology, and also built a wholesome green roof policy system. As green roofcan bring huge social, environmental, ecological and economic benefits, Europeancountries, North America, Asian countries successively began to develop this industry.Green roofs can bring many benefits to sustainable development such as energyconsumption reduction, stormwater management, urban heat island improvement, urbanair quality improvement, roof maintenance, urban biodiversity and community amenitiescreation. The key influencers in promoting green roofs are technology and policy. Greenroof is not a new concept in China and the technology is relatively mature, while there is adeficiency researching about how to promote green roofs by policy, which has alreadybeen a significant barrier to promote green roofs. Therefore, researching the shortage ofthe existing policies in China, learning from the effective experience of internationalcommunities, analyzing the existing economic and social environment for the constructionof green roofs in China, and proposing how to establish a comprehensive mechanism bypolicy for the construction of green roofs, could be a reference for sustainabledevelopment of cities.Through the study of green roof policies in Germany, the United States, and Japan, inwhich green roofs have already had a high prevalence rate, and the comparison of greenroof policies between China and those countries, this thesis analyzes the successfulexperience and the deficiency of some policies. Then, based on the analysis of existingeconomic adjust and control policies and the survey of public opinion, the thesis proposesa reference on how to establish a relatively comprehensive policy system for promotinggreen roofs.
