Study Of Rural Planning Strategy In Hubei Province Under Ecological Guidance

Along with rapid economic growth,environmental issues such as non-point source pollution,soil erosion and habitat fragmentation stand out in rural areas,which gravely undermine the sustainable development of the rural areas in China.In response,the Central Committee of the Communist Party of China and the State Council issued the Rural Revitalization Strategy Plan(2018-2022),making it explicit to build ecologically livable and beautiful villages and step up ecological protection and recovery in rural areas.In May 2019,the Hubei provincial government released the Hubei Rural Revitalization Strategy Plan(2018-2022),requiring to invest more efforts in the river-mountain-lake network protection and construct ecological security shelter zone on Mufu Mountain.Rural planning,as an integrated component of the ecological security shelter zone construction,is closely related to the ecosystem in the Mountain and decides the success of the ecological security shelter zone construction.It is pressing to address issues like deteriorated ecological environment,messy human settlement and under-developed economy,follow an ecological development path,and strike the balance between ecological protection and economic growth.This paper reviews the domestic and foreign literature on rural planning from different perspectives,analyzes typical cases of rural ecological protection,discusses the rural ecosystem protection strategies,and sums up good practices.Conceptual interpretation of ecological vitalization and beautiful village is made to reveal the inherent relations among them.Guided by theories on sustainable development and human settlement,the paper comes up with the goals,principles and strategies of rural planning in Hubei.And paper has put forward implementation suggestions on how to implement it.By visiting the Mufu Mountain Area in Xianning and collecting data,the paper presents the challenges related to rural planning in three aspects,namely nature,human settlement and industries.Rural planning strategies centering on ecological protection are proposed for this area in hope of improving the general ecological conditions and boosting green development of the villages,thus contributing to the national ecological safety shield undertaking.The Tongzhong Village is chosen as a typical case for empirical study.Detailed planning scheme is prepared based on the actual conditions of the Village,thus ensuring the implementation of the ecological protection strategies at the macro,meso and micro levels.
