Water holds the source of life; electricity is the vein of social development. Lifecannot exist without water, life cannot continue without electricity. It’s an importantproject of economic sustainable development to transform flood to water conservation andtransform stream flow to electric current. It gives priority on optimum distribution ofresources, and also is the inevitable choice of science development. With the greatimprovement, hydropower industry has occupied position more and more important in thepower supplying system. As a complex controlling system mutually influenced byhydraulic, machinery and power, the serviceability of hydro turbine governing systemdetermines power quality, and people expect higher demand on its accuracy andeffectiveness. The real-time simulation technology has also been kept attention as ahotspot, because of the effective and accurate report on system’s dynamic process.Based on the current situation of research, through reading a mass of literature,including turbine regulating technology, automatic control theory, etc, the author has builtmathematical model, which contains hydro turbine, speed controller, penstock pipe.Considering the calculated amount, the paper comes up with characteristic matrix methodinstead of Lagrange’s interpolation to solve the problem of nonlinear computation.Moreover, paper shows the feasibility of this method by comparing the results from thetwo methods.The paper builds the model and write programs to realize the simulation calculationfunction as a whole on C++Builder platform, then comparing and analyzing the simulationresults to the measured data of hydraulic transitions. From these, the accuracy andeffectiveness of the model have been proved.
