Study Of The Comprehensive Risk Management On BT Model Of Highway

BT project refers to the government or by a unit authorized by the through legalprocedure choice proposed infrastructure or utility project investors, and the investors inthe project construction period form BT project company investment, financing andconstruction; After the completion of the project completion by the agreement over andengineering from the government or by a unit authorized by the payment of withdrawinvestment of a new type of highway and build mode. Due to the BT project participationmain body, process complex, in the process of implementing there are many risks,therefore, it is necessary to highway BT project risk management activities for research.This paper from highway BT project financing theory and comprehensive riskmanagement theory, analyzes the highway BT project in project prophase, projectconstruction period and project transfer period risks, such as the risk of default, superalmost risk, repurchase risk and risk transfer, etc. In view of the above risks, this paper putsforward to establish highway BT project comprehensive risk management system, and inthe project prophase, project construction period and transfer period to formulate relevantrisk management measures, such as to improve the relevant legal construction, establishedBT project decision-making group, set up quality and safety management system, perfectcommunication and feedback mechanism, etc. Based on above mentioned theroy research,the thesis combines GuiPing to guests highway BT project actual situation, analyses themain points of the overall risk management theory, and the GuiPing to guests in highwayproject prophase, construction period and transfer the risk of phase are analyzed, andfinally puts forward some corresponding with the risk management measures, thus thehighway BT project risk management theory and practice is very good combination formore BT project implementation provides reference.This paper from two aspects of theory and practice of highway construction BT projectof comprehensive risk management was studied, the purpose of which is to highway BTproject implementation to provide construction and management experience, as well as forBT project implementation of the risk aversion provide certain reference for the method, for further government departments and enterprises in the highway BT projectdecision-making and implementation process provide relevant theory and practice basis,improve the BT project in the construction of the highway financing effect, promote therapid development of highway construction.
