The highway traffic accident strong randomicity, accident intensity big, and severe losses,if not in after the accident of effective treatment, control accident influence spread, may causea secondary accidents, cause more serious harm In recent years, China’s highwaydevelopment rapidly in the world behind the United States, but traffic control induction abilityof national highway is far lower than America that questioned many serious traffic accident inadverse weather conditions. Bad weather of expressway caused many problems of trafficsafety and management, that caused heavy loss.Papers rely on " hebei cangzhou coastal highway for disaster condition traffic safetyoperation management science and technology project", aims to establish a highway trafficaccident safety evaluation system based on GIS. Through mastering the road basicinformation (road characteristics, the design of the speed, volume of traffic, etc) of theexisting road safety operation safety warning, according to the traffic accident position andtraffic accident influenced range,with the help of the basic function of GIS, to findcharacteristic features around accident site, aiming at the real-time running situation of theroad to put forward effective and accurate traffic guidance and control strategy, prevent thesecond traffic accidents. Make the highway traffic accident safety evaluation more intelligent,humanity, and overall design.The paper analyzed the highway traffic accident safety assessment theory results,through the study of the index influencing the driving safety, computer language, to providethe theory method for the expressway traffic accident safety assessment system that based onGIS. This paper is a research which is based on GIS components (Mapobjects), uses VisualBasic programming language, the method to implement the decision tree based on GIS ofhighway traffic accident safety assessment system.
