Emergency incidents occur frequently worldwide in recent years. Emergency plan systems are established in many areas to make emergency response quickly and effectively, to minimize losses caused by the disaster after the disaster.As an important way of urban public transportation, the subway has many positive characters, such as large-capacity and speediness. On the other hand, these characteristics determine that once emergency incident happened in the subway could result in serious consequences. At the same time, these properties determine the subway once accidents can have serious consequences. The subway emergency plan directly determines the quality and efficiency of the rescue work. Accurate and reasonable results can help other relevant unit improve plan by providing reference for decision. This paper expounds the establishment progress of subway emergency plan evaluation system in detail, and makes the evaluation of emergency plan using fuzzy comprehensive evaluation model.This paper improved the evaluation model fuzzy comprehensive evaluation method to make assessment results more reasonable and accurate. First of all, based on the theory of rough set reduction to simplify the bottom index system, this paper removed bottom high related index; Second, entropy method is used to determine the weights of each index and made comprehensive evaluation of the emergency plan using the fuzzy comprehensive evaluation model. Finally, this paper took use of the model in the evaluation of Beijing subway emergency plan as an example to verify the rationality and validity of the model.
