With the rapid development of economy and urban construction, vehicles in China have been increasing in large numbers, which caused serious traffic congestion. And the traffic congestion is no longer a problem which only a few cities are faced with. The reasons for traffic congestion are not only the road shortage and excessive-demand, but also the free using of the road. As an important part of transportation demand management policy, the research of urban road congestion charging gradually raised people’s attention.Cities have done lots of surveys and researches on congestion charging, but they all failed to put the theory into practice. And congestion charging is a complex system engineering, which involves many factors. The main influence factors are the related pre-research and promotion, pre-design of congestion charging and the implement-influence of congestion charging.Based on all the work above, domestic and overseas researches related to congestion charging were firstly introduced and analyzed in this paper. Secondly, the corresponding theory was analyzed, including the reason of congestion charging, theory supporting, its necessary premise and so on. Thirdly, the design of congestion charging combined with Transit Oriented Development was studied, including coordination between urban planning and transportation designing, especially the coordination of land-use and public transportation, such as how to design congestion charge zone, the design of hub or station site and transit and the design fee system (in which the model combined with congestion charging and parking charging was designed). Then, researches on implement-influence of congestion charging were done to solve the problem of route optimization choice, based on congestion charging by using variable weigh AHP (Analytic Hierarchy Process) to analyze the route choice decision-marking. And analysis the social equity in congestion charging, get the model combined with congestion charging and parking charging is useful. Finally, Chengdu city was taken as an example to carry out the design theory.The research results in this paper are helpful to solve the urban road congestion charging problems. It is also necessary to further probe into the research and practice of congestion charging so as to guide the design of traffic systems. What’s more, the paper can also provide some reliable scientific basis for urban road congestion charging and act as an important reference to making reasonable congestion charging policy.
