Jiangsu River Crew Competency Fuzzy Comprehensive Evaluation And Its Application

This paper summarizes the current actual research situation assessment of domestic and foreign crew, take system analysis on the factors which impact the competence of crew. First of all, we establish the model of the evaluation on the crew by using the method of fuzzy comprehensive evaluation; And take weights analysis by using the analytical hierarchy process (AHP) in the process of evaluation, as a result a set of perfect crew evaluation system is established. Then, based on the EXCEL/VBA platform we make a secondary development, to actually test the evaluation system, fully show the scientificness and reasonableness. Finally, the crew evaluation automation system based on EXCEL/VBA provide a scientific theory basis in the issuing Competency certificate Maritime authorities and in the amendment of the exam and certificate issuing rules, in the same time it point out the direction in cultivation of inland water transport talents, it has very important practical significance in ensuring the safety of the inland river transportation and protecting environment of inland river.
