Evaluating Operation Efficiency Of Chongqing Road Transport System With Policies Of Management

With the Chongqing road transport system as the research object, using the highway transportation economics, system engineering, statistics, management and related theory as the theoretical basis, the paper makes research on highway transportation system efficiency. Firstly, this paper adopts the31provinces highway traffic data from2007to2010as the empirical analysis basis by the cluster analysis method, makes an precise determination and clustering to the31provinces of road transportation system efficiency level by SPSS statistical software, the results can help make sure the position of Chongqing road transport system efficiency level in China. Clustering analysis results show that:in2007and2008, Chongqing road transport system efficiency in the country were in general level; by2009, Chongqing road transport system efficiency jumped to a new higher level throughout the country; however, in2010, the level of Chongqing road transport system efficiency dropped down two classes, being classified as low operation efficiency of the ranks.Secondly, the paper makes an comprehensive evaluation of Chongqing road transport system operation efficiency using the CCR and BCC data envelopment analysis model based on investment guide, and by pure technical efficiency analysis, scale efficiency analysis, the total technical efficiency analysis, regional difference analysis and envelopment invalid analysis according to the evaluation results, it makes a conclusion that Chongqing road transport system in the2007to2010is running in inefficient state, mainly because of scale inefficiency.Finally, according to the empirical analysis conclusion and combining the present situation of Chongqing road transport system, the author put forward four suggests about speeding up the highway traffic operation efficiency, which are speeding up the highway transportation infrastructure construction, improving the highway traffic management, adjusting the structure of road transportation tools, learning the advanced experience, in order to provide decision support for highway traffic department to highway traffic planning and management.
