Study And Application Of The Area Automatic Switchover Control System Based On EMS

Automatic switchover device in transformer substation belongs to Power system secondaryequipment.It’s a derivative product after the power network splitting，which plays animportant role for the power supply reliability after the power network splitting. In recentyears, the traditional automatic switchover device which is based on the relays have beenreplaced by the microcomputer.As a result, the performance of automatic switchover deviceabout misoperation rate has been more improved.But the traditional automatic switchoverdevice which is based on local substation electric signal cannot satisfy the growingcomplexity of power network’s security requirements.The traditional automatic switchover device，which installed in substation only uses localelectric signal to make corresponding strategies，but the logic of automatic switchoverdevice is predetermined，as a result, it could only adapt to specific operating mode.Recently，many domestic organization have developed the area automatic switchover control systemwhich is based on the energy management system(EMS).They make up the area automaticswitchover control system model in the control center,and make use of the substation’sreal-time information,which is from the energy management system(EMS),such as the telecontrol and telemetering,to judge the chargeand discharging condition of the automatic switchover control system. If the action conditionis satisfied,this automatic switchover control system can generate a control command,，tobreak off the working power supply and some electric load，and put in the standby powersource, with the way of telecontrol by EMS.In the whole process of information obtaining，control policy generating and control measures executing, this automatic switchover controlsystem realize the coordinated actions with the security and stability control devices，bycomprehensive useing the whole information systems.The area automatic switchover control system based on EMS can be used flexible,the localpower network can use this system according to the peculiarity of themselves. This paper usean example of the development and use of the area automatic switchover control system basedon EMS in zhongshan power supply bureau, to discuss the construction, the condition of howto achieve and the switchover scheme in every operation modes of the area automaticswitchover control system based on EMS.Also, this paper discuss the testing scheme of thearea automatic switchover control system on the operation of equipment in the power network.Hopping that through this paper’s study, the area automatic switchover control system basedon EMS can be extend widely.
