The paper takes implement program of the Yunnan Power Grid automatic generation control (AGC) pilot as the project background. There are some problems such as the current provincial transfer focus on automatic generation control mode Us not satisfied for direct transfer of small hydropower resources in the use of the AGC, then the power accesses to different parts of the grid, the network security constraints are so many that it increases the complexity of provincial transfer focus on automatic generation control mode.Since October2009,Yunnan Province has begun to transfer the real-time transfer right of110kV power system to regional transfer.According to state regulations, it’s need for the power plant that installed capacity of40MW or more to take AGC control. Regional grids of each regional transfer constitute the sub-control of automatic generation control.It can improve the accuracy and efficiency of power flow control,achieve real-time online pre-control for the trend of stable cross-section and ensure network security constraints to meet the stability margin. It is important for guaranteeing the security, stability and economy of the Yunnan Power Grid, improving the economic efficiency of network operation and achieving the network security controlled,in control and power in the outgoing reliable.The paper clears coordination of the main-regional AGC control goal and every sub-regional AGC control goal and layered target partition by artificial establishment of sub-control model. It proposes provincial and regional two levels’schedule automatic generation sub-regional and hierarchical control model. Comparing the hierarchical partitioning independent control mode and partition hierarchical coordinated control mode, it proposes problems that exist.It is convenient for the AGC control strategy coordination and cooperation of provincial transfer and regional transfer. It can use AGC resources of middle and small hydropower, reduce scheduling complexity, ensure dispatch reliability to meet the development levelof Yunnan Power Grid, to maximize the coordination and control advantage of the provincial and regional scheduling AGC.
