New energy vehicles as a breakthrough in economic growth, has become a development strategy in many countries and all major car manufacturers. China will also develop its’ national brands in the new energy development opportunities. After nearly a decade of rapid development, new energy vehicles has made great achievements but it is still in its infancy stage currently faced with the proliferation of technologies and products on the obstacles. So know how to promote the diffusion of new energy vehicles will become a reality and very important issue.This paper will build an Agent-based simulation and diffusion model of multiple kinds of new energy vehicles. At first, we analyze the current development status of China’s new energy vehicles and investigate the behavioral characteristics of potential consumers. Then we making the introduction of TOPSIS method, this method is useful to solve the Multi-objective decision. We use this model to realize the mechanism of diffusion of new energy vehicles and the dynamic evolution and complexity. At last, through the scene, we want to reveal how to accept the diffusion under the market of coexistence of new energy and traditional auto vehicles. We also want to find some solutions to speed the diffusion at the appropriate time and provide some policy recommendations to government.
