The Study On Performance Evaluation Of Construction Materials Management In Expressway Project

The entity of expressway project is made of all kinds of materials, the management effectiveness of which impact on construction quality, schedule, cost and safety of the expressway directly. Although China has developed a number of expressway construction related system about materials, management, there are no concrete methods and measures to monitor the parties to manage construction materials. Therefore, standing owner side, this thesis study on the management performance evaluation method of expressway construction materials management.First of all, existing literature and relevant basic theories were sorted out and analyzed. On the basis of that, in this thesis, the related concepts are defined such as expressway construction materials, performance of expressway construction materials management, performance evaluation of expressway construction materials management, and so on. the characteristics of expressway construction materials management and performance evaluationare are analyzed specifically, and then from the point of project, the work content and responsibilities of the parties involved during three stages and eight working process of expressway construction materials management. The processes of expressway construction materials including:planning, procurement, transportation, storage, processing, and semi-finished products or final product, residual materials recovery and waste treatment. According to the nature of work, it can be divided into three stages, the supply of operational phase, production phase and recovery, abandoned phase. This thesis builds the working process-parties performance evaluation index system of constriction materials management. Operation processes includ supply of operational phase, production phase, recovered and abandoned phase; parties include supervision, contractors and suppliers, and which are reduced to17regulatory indexes,7compliance indexes and8efficiency indexes. The content for various indicators are discribed. Then, scoring methods and conditions aimed at the three groups indicators are proposed. After analysing the characteristics and applicability of the existing performance evaluation and comprehensive evaluation methods and consdering the status quo and different evaluation angle, the three dimensions comprehensive evaluation models of expressway construction materials management performance are build, including the evaluation model of the specific process stages, the evaluation model of different parties and the evaluation model of the project. Grey Relational Analysis model is applied to calculate performance scores of processe indicators and the weighted average method is used to calculate each comprehensive score of each dimension. Through the empirical study on LY expressway of Hunan Province, the thesis drew up the performance evaluation conclusions which are in line with the project construction.A set of whole system about the performance evaluation system of expressway construction materials management was established, on which the theories and methods was elaborated. The theories and methods of the expressway construction materials management were improved and enriched by research achievements, which would give basic original data to the paties’ credit evaluation and certain guidance and reference to actual expressway constuction materials management.
