Economically affordable housing is a new type of housing launched by thegovernment in the process of housing reform in china, in order to adapt to the newsocial economic situation, which meets the needs of the low and middle-incomefamilies, and is in the nature a kind of social security commercial housing. At presentthe basic types mainly include affordable houses, settled-down houses, relief housesand low-rent houses, etc. In short, economically affordable houses are social securityhouses in economy and application supported by the government, with significantsocial benefits. In past decade, under the leadership of the government, theeconomically affordable houses construction has effectively solved millions oflow-income citizens of their housing issue.However, the current construction and management of economically affordablehouses in our country still have quite a lot of problems, such as the unreasonablelayout, the unfitness between the house layout and the economical ability of theresidents, bringing difficulties to low-income families, the lax housing rent subsidiescredentials and the substandard houses, having many defects that affect the use of theresidents. All these problems have resulted in the query of people to the originalbeneficial project, which is very regrettable. It should be said that most of the existingmanagement problems are all closely related to the immature and uncompletedsupervision and credit system in our country, which could be solved only by theestablishment and perfectation of the system as soon as possible. After all, there willbe a process, and assuring to have absolute fairness and transparency in a short termis not realistic. But among these problems, one is urgent to solve and should not beignored, that is the quality problem of the economically affordable houses, which isrelated to the universal problem of the residents’ life safety and life quality, and also served as a political issue to the government credibility. Therefore, the qualityproblem of economically affordable houses is urgent to be solved with earnest.According to the project plan report and quality report all the way of theChengshou temple affordable construction in Beijing, this paper, setting theconstruction quality management goal, process, methods and potential problems asimportant research objects, explores the characteristics of affordable housesconstruction quality management and relevant countermeasures, methods and patterns,analyzes the resourceful and managerial critical issues of different categories andlevels of quality problems, and then analyzes under a variety of different qualitymanagement mode the targeted effect of solution to specific quality problems. I hopethese researches could serve as a comprehensive quality management model forfuture similar projects, helping the contractors obtain higher quality management at alower cost, helping the affordable housing developers realize the benign balancebetween cost, quality and schedule, and helping developers, contractors, users andgovernment realize win-win on social and economic benefits.Though the deep analysis of the Chengshou temple economically affordablehouses construction project in Beijing and relevant materials, this paper finallyconcludes three important principles for mastering project quality management, onthe basis of which efficient quality management could be achieved. This conclusionmight provide valuable reference for total quality management in the futureconstruction and development of economically affordable housing on a large scale.
