A Study On Rural Post-disaster Recovery And Reconstruction Under The Background Of Urban-rural Integration

Natural disasters recently occurred frequently all around the world and have caused tremendous losses of life and property. How to improve the post-disaster recovery has become the hot issue worldwide. China is located on the Circum-Pacific Ocean Seismic Zone, and listed as a country of the world’s most easy to cause disasters. China is also an agricultural country, in which broad villages hardest hit by natural disasters. Therefore post-disaster recovery in rural has been more and more concerned by public. China has been devoting to breaking urban and rural dual structure, and balancing urban and rural development. Under this background, whether post-disaster recovery and reconstruction in rural is promoting urban and rural integration process or a departure from urban-rural integration, is the focus of this article.Based on concluding foreign rural post-disaster recovery theory and practice, the article detailed analyzed the relationship between rural recovery and urban-rural integration. From the perspective of urban-rural integration necessitates clear requirement for economic environment recovery and social environment recovery and physical environment in order to provide a guide for formulation and implementation of rural post-disaster recovery policy.The article took three towns and a village in Mianzhu city in "5.12" earthquake as an example. Combined with the request of urban-rural integration, the article concluded the experience and the lessons of Mianzhu, and put forward some feasible advice. This paper is divided into seven chapters, particular contents are as follows:Chapter1, Introduction. This chapter introduces the thesis purpose, main contents and structure.Chapter2, Related research both in China and abroad. This chapter analyzes the development of study on rural post-disaster recovery and urban-rural integration. Also, this chapter explains the relationship between urban-rural integration and new rural construction.Chapter3, Experience of rural post-disaster recovery and urban-rural integration. This chapter introduces the experience of Japan Korea and Taiwan in rural recovery and urban-rural integration. including ideas, processes, operations and policies.Chapter4, Analysis of Characteristics, factors and contradictions in rural post-disaster reconstruction. This chapter first explains the complexities of rural post-disaster recovery, then it analyzes the relationship between rural recovery and urban-rural integration, and the influencing factors of rural recovery. Finally, analyzes the contradictions between rural post-disaster recovery and urban-rural integration.Chapter5, Coordination analysis between Mianzhu’s rural recovery and urban-rural integration. Analyzes the coordination between urban-rural integration and the actual reconstruction process.Chapter6, Suggestion of rural post-disaster recovery based on urban-rural integration. Put forward suggestions of organization of reconstruction, special pattern, and reconstruction of settlement, industry, infrastructure, public facilities and ecological environment in rural post-disaster recovery.Chapter7, Conclusion and discussion. This chapter summarizes the main results of the article, and makes an expectation on the researches following.The whole thesis contains about80000words,40pictures and charts.
