A Brief Discussion On New Rural Constration Planning Based On Post-Disaster Reconstruction Experiences

In order to achieving the goal of building new countryside, we must emphasize that good plans, especially in developing and implementing principles of sustainable development of the new rural planning is the key to building a new socialist countrysideThis article from the principle of developing and implementing sustainable development about rural planning new ideas, methods and safeguards of application, interprets the spirit of the relevant resolutions of the state, analysis the current domestic new rural construction planning and land policy, researches the status of the domestic new rural development planning. By way of case studies, from my unit Sichuan Sunzone Building Design Co. Ltd. (Sunzone Design), author selects building reconstruction planning and design of demonstration projects in rural areas of Chengdu after the "5.12"earthquake,such as Lumin River Bank and Xiangrong Village, analyzes, concludes and summarizes its successful experience, and explores their innovation and breakthrough on ideas, methods, means of implementation.On this basis, the article integrates the current vigorous implementation of the entire town the urban and rural planning in Chengdu, with the exploration and practice experience of urban and rural integration before the "5·12"earthquake in Chengdu, which built new typical of farmers communities project-Pujiang County Fuxing community and Xinjin County YuanShan community, resolving the core issues of new rural construction in Chengdu. And the article analyses and discusses the innovation of the case of urban and rural integrated planning for Xingyi town in Xinjin County by Sanzhong Design and the Chengdu Planning Institute,Through the above analysis and discussion of cases, the author believes that the new rural construction planning should adhere to the scientific planning ideas,"status of natural resources and industrial decisions production style, the production style decisions lifestyle, lifestyle decisions living form", from a macro focus, micro-start the open planning and design. Planning method should be under the guidance of the principle "four of, three rules becomes one, which adhering to industry planning, using land planning, construction planning.With estate planning as a guide, land use planning as security, construction planning for the controls, scientific location, reasonable layout and complete set.
