After decades of Flourish development, China has surpassed the U.S. as the world’slargest automotive consumer market. Along with the warming market, some joint venturesare on the process of thriving. Besides that some local vehicle models known for its highquality and low cost models have also been widely welcomed by domestic consumers.However, with the shrinking of the world auto market, foreign car firms increasingly take thehuge Chinese market, as well as put the development of a variety of low-cost cars on theissue. The change of strategy greatly compressed the advantages of independent jointventure in the price. In order to further control cost, more and more joint ventures start toapplying a mature management tools--value engineering.By expanding research on FAW-Volkswagen, Shanghai GM, three characteristics aresummed up of the applying of value engineering in auto firms. And the co-occur problemthat the function evaluation process depends excessively of experts’ subjectivity as the mainstudy of paper.This article proposed the solution of this problem from several aspects:1) Enhanced the level of participating experts, established engineer expert abilityevaluation index system with dynamic database2) Defined automotive product’s function with dual characters, and clarify thecharacteristics of the functional assessment of applying VE in the automotive enterprise,which providing a reference of how to classify the body assembly. Proposed a computingmodel combined of market and engineering aspects based on the reception characteristics ofthe body parts, and gave the basis of weight selection3) In order to effectively reduce the subjectivity of the functional assessment, weproposed linguistic fuzzy model with definition of homogeneous and heterogeneous group of experts. Testing and Verifying the effectiveness of the new scoring method throughre-assessing a case.4) Redefined the function evaluation stage from the perspective of re-distributingproduct features and searching for innovative solutions. Using fuzzy clustering and screeningmodel for secondary correction to distinguish non-consensus views with improvingconsistency. By comparing a variety of algorithms that can be used in fuzzy clustering andscreening model to ultimately get the new function evaluation model.5) Compiled the value analysis software on the platform of EXCEL containing newfunction evaluation model.6) Summed up the approval process of applying value engineering in enterprises.Madeproposes for VA software applying in the early design phrase and the workflow for VEsupport staff.Finally, through a small-scale trial, successfully provided a new design changes for railassembly and gave a reasonable cost predictive value, which prove the effectiveness of ourresearch.
