At present, the maturing process of urbanization continues to accelerate in Chongqing. Expertspredict that by2020the level of urbanization will reach70%, most people will flock to small cities.In the process of rapid development of urbanization in small and medium, traffic problems in thecity is priority planning to solve. Public transport as the preferred solution to urban traffic problems,is the "artery" for city economic development, and the key links to enhance the city’s comprehensivecompetitiveness. In this paper, from the reality of small and medium cities of Chongqing, with thecharacteristics and development trends of public transport, we propose a complete, appropriate,suitable theoretical guidance system for medium and small urban public transport development inChongqing, provide the basis for decision-making for small and medium urban transit operationsmanagement and optimization.The main research results are as follows：1)According to bus development characteristics in little and medium-sized cities of Chongqing，established Three bus development mode，such as BRT and conventional bus combinationdevelopment system, Overall development of urban and rural bus, Rural bus and urban buscompatible development. Then Elaborated each kind of development mode which is suitable formedium and little city in detail and provided a good model to guide for bus development in little andmedium-sized city of Chongqing.2) According to bus operation characteristics in little and medium-sized city of Chongqing，established Three types of bus operation mode，such as a chess-game operation，a Partition area ofoperations，Fixed line operators. Provided a reference model and the specific operation method forlittle and medium-sized city, to guide the healthy development of the bus.3) Put forward Chongqing city to medium city bus management, mainly include six aspects，such as franchising and exit management，the bus station management，the bus vehicle management，safety management， bus intelligent supervision and management， the bus fleet schedulingmanagement. Through the above six aspects of management, in order to achieve bus boundrationalization, standardization of operation in little and medium-sized city and promote thedevelopment of small and medium-sized city bus.4) Established bus enterprise service quality evaluation system for Chongqing medium and littlecity, Put forward a set of bus enterprise service quality evaluation methods and standards of grading suitable for medium and little cities, provided a complete and reliable evaluation basis for busenterprises in medium and little cities of Chongqing. The government can supervise the busenterprise more effectively, thus guide the bus industry standardized management, guarantee thesafety of operation, integrity management, quality service as well as the legitimate rights andinterests of passengers.5) Established a set of public traffic system configuration system and configurationmanagement method suit for little and medium-sized cities of Chongqing.
