Study On The Parking Management Problems And Countermeasures Of Medium-sized Cities

With the accelerating of urbanization process, the level of urban socio-economic development improved continuously, many medium-sized cities'socio-economic has also been developed rapidly, the city's comprehensive strength has been continuously improved, the city's status has been highlighted constantly, at the same time, many medium-sized cities' motor vehicle ownership is also growing rapidly, and the parking problem is become worse. However, the inefficient of parking management is one of the most important reasons of these problems.Because of that in most medium-sized cities, the government and the public generally have little attention on the static traffic, the parking management system is not sufficiently robust, the parking management efforts are not large enough, and it's lack of the strong disciplinary measures for a long time. It leads the general public pay little attention on the urban parking management concept, be weakly aware of parking legally, the phenomenon of illegal parking is seriously, and this made serious impact on the efficiency of the urban dynamic traffic. The current situation of medium-sized city's parking management policies and measures have been unable to meet the economic development of urban transport.In this paper, at first, it analysis the medium-sized city's parking facilities'classification and characteristics, find the problems of the current situation of parking management of medium-sized cities; secondly, for the parking management problems, study on the parking management mechanism which fit medium-sized city's development from six aspects, it include the adjustment of parking management, parking fee-charging mechanism, the investment and financing mechanisms of large-scale public parking lot, the management mechanism of street parking, parking guidance system and parking publicity and education of medium-sized cities; then, start from the directions of parking type, parking area, and parking time, for the parking problems, it proposes the systematic measures to solve the problems; at last, it studies the medium-sized city's parking management plan's implement from four aspects which are the policy and regulation security, financial security, institution security and other security.In this paper, it summarizes and references the home and abroad parking management strategy of medium-sized cities, and it provides an effective reference in the future development of the parking management of medium-sized cities in China.
