With the rapid development of social economy, the construction scale of highway is expanding day by day. However, due to the limit of the landscape of the mountain area, the highway sometimes has a poor lineshape and too many bridges and tunnels. The ratio of bridges and tunnels to the whole way is up to90%, it is very dangerous to highway operation. Start from the safety factor, more and more people are researching on the safety evaluation、emergency response plan of fire and traffic accidents、rescue and evacuationg of highway tunnels. Basing on the investigation and survey of a large number of tunnels accidents, the paper analyses the present situation、characteristics of safe operation and traffic accidents, and sum out the influencing factor of tunnel accidents、the safety evaluation method and emergency response plan of fire and traffic accidents.First, the paper researches on the present situation of highway tunnels safety, and analyse the traffic environment、the travel pattern of vehicles、the problem of road surface in tunnels and etc, sum out temporal distribution、space distribution、pattern distribution and vehicle type of tunnel accidents and the influencing factor and accidents classification.And then, the paper sums out the safety evaluation method based on the research of the method of EU tunnel safety evaluation. The method includes8safety parameters (civil engineering design of tunnels、power distribution and lighting system、traffic control、 communication、rescue、fire fence、ventilation、emergency treatment) and7risk parameters (traffic performance、heavy vehicle、traffic pattern、volume of traffic、carriage of dangerous goods、longitudinal gradient of tunnels), and sums out the method of diagnosis the dangerous point of tunnels.And then, based on the reaearch of tunnel fire, the paper reaearches on the classification and alert level of tunnel fires with different fire control condition, sums out the fastest rescue method including evacuation、treatment、traffic control、ventilation and lighting、fire control and traffic recover.At last, based on the research of emergency response plan of accidents, the paper gives the traffic organization method、area traffic control method and rescue order、emergency response plan and control method of carriage of dangerous goods.
