Study On Public Service Facility Construction Of Pueblo-village

The village public service facilities can provide service for villagers’ daily life, Atpresent, our province lacks supporting policies, funds and equipment of public servicefacilities. Especially education, health and other facilities in rural areas are stillwithout adequate protection and can not meet the growing requirements of villagers,therefore, the lack of scientific, rational, systematic and certainly ahead public servicefacilities of the pueblo-village layout theory and a reasonable model become a seriousimpediment to the construction of village development.This article through analyzing the impacting factors of economy system, populationstructure, the needs of life, consumption structure, and other public service facilitiesconfiguration, use dynamic and developing view to predict the developing trend of theconfiguration of village public service facilities, use the way of induction, analysisand comparision to deduct, induct, summarize and expand the existing relevantstandards and norms, according to the actual situation of Henan North Plains area,propose the configuration items of public service facilities of pueblo-village inNorthern Henan Plain area initially, through interviewing and investigating therelevant experts, village, villagers and other representative groups, analyze andprocess the survey data, at last,determine a set of scientific, rational, practical publicservice facilities program for pueblo-village of Henan Northern Plain area.On this basis, explore the layout of public service facilities in pueblo-village,through establishing the potential of evaluation index system of the village publicservice facilities space, sort the village public service facilities space according to theoptimum capacity, based on the evaluation results to determine the facilities spacelayout program, then optimize the layout of the village which is public servicefacilities carrier, and the village who has great potential of space optimum capacitycan be identified as the center of the village, while the village who has smallerpotential need to move and combine with others. Through inspection and correctiondetermine the layout program and then optimize the specific location of the publicservice facilities on the community and the center of the village, at last form the finalspace allocation system of the village public service facilities.After completing the study on the theoretical foundation of the village publicservice facilities space allocation system, this article combines with the localcharacteristics of the Henan Northern Plain area, selects pilot villages to verify,improves and corrects research result, then forms the result that has practical guidingsignificance and sustainable development, attempts to provide a scientific basis forfacilities planning, construction and management of the Henan Northern Plain area, toguide the standard construction of villages and towns, accelerate the urbanize process,promote the development of the central zone, which has an important strategicsignificance and practical guidance value.
