Rural public service facilities are closely associated with rural residents' life, for which its construction grade is significant to measure the level and quality of rural development. The obsolete concept, emphasis on economic growth but neglect public society, had caused an adverse result that the construction of public service facilities in rural region is always fall behind of in city, especially in mountain region. As for those villages in mountain area, not only the construction of public service facilities is restrained by many adverse factors, such as the complex topography, undeveloped economy, oversize service radius, dispersed population, but also affected by the top-down, lack of financial resources from township government, etc. These impacts are mainly embodied in rural public service facilities undersupply in mountain area but oversupply in some other rural regions, and the resulting injustice. So that, it put forward a higher challenge on the efficiency and justice of rural public service facilities in mountain area.The thesis selects small watershed of Yantou stream located in Tujia Autonomous County of Changyang in Wuling mountain in west-Hubei area as a case, based on results from the finished researches, specially concentrating on the problems——the imbalance on space, quantity and quality, regarding to public service facilities allocation in small watershed. The thesis is on the basis of conducting field researches repeatedly and space data GIS analysis in sample areas, focusing on currently public service facilities allocation in small watershed and the mismatching of demand characteristic. It offers the rural public service facilities space layout in small watershed of Yantou stream in Changyang County, from the point of gradient analysis, and presents prioritized and adjusted allocation frameworks and implementation proposals.Under the intellectual framework of generalized gradient, the thesis firstly collects and processes related research data, then uses GIS, a space technological means, to analyze the factors in small watershed of Yantou stream, including topography environment, scale grade, commercial development and traffic condition, in order to reflect the gradient distribution regulation of the public service facilities layout in small watershed directly; then conducts spatial overlay analysis to each element, weighting and obtaining the prioritized scheme about suitability layout of public service facilities, and thus divides allocation units. On the basis of these procedures, the thesis establishes the allocation system of public service facilities in the area of Yantou stream: grading——“central community-natural village” allocation grade structure, classification——selecting the type and content of public service facilities according to demand analysis. Finally, the thesis presents specific recommendation about differential configuration of public service facilities and prioritized scheme.With various types of villages and large differences between the villages in mountain areas and in plain areas in our country, it is difficult to guide all of the public service facilities constructions in villages with a unified standard. The thesis studies certain cases, however, there are two aspects of general significances, first, offer the approaches to research the efficient layout of public service facilities in small watershed village in the future, second, offer the experience and reference of the same type of public service facilities allocation in villages.
