Water is one of the most important basic resources for the existence and development in human society, economy and civilization. With the sustainable and rapid economic growth, increasing numbers of problems for the water security such as water shortage, the water environmental pollution and the frequent water disasters have seriously endangered to mankind’s damand of water resources. It has become an important restricting factor to the sustainable economic and social development. So how to evaluate the regional water security objectively will be important significance for promoting the economic and social development in a comprehensive, coordinated and sustainable way and it will be also a prerequisite for maintaining the virtuous circle of the environmental system.In this paper, the Index System for water security assessment in the Grand Canal regions of Hangzhou from the intension of water security and the physical truth of the regions, has been established using the model of Pressure-State-Response which is currently popular over the world. Based on the method of combined weights, which is combined analytic hierarchy process with entropy method, the index weighs have been calculated. At last, the decision-making membership degree of water security in the Grand Canal regions from2007to2011has been calculated by the method of fuzzy optimal of multi-objectives.The results showed that the decision-making membership degree of water security in2008is the largest from the year2008to2011, which represents the condition of water security in this year is the best by comparison with the other four years. And the decision-making membership degree of water security in2011is the relative minimum representing the worst condition by comparison. Then the other three years from smallest to largest is the year of2009,2007and2010.
