In recent years, with the improvement of the China’s economic scale and the livingstandards of its residents, the overall electricity consumption of our country increases rapidly.On the other hand, some problems are exposed in the field of electricity billing, such as theinefficient meter-reading, the wrong meter-reading, as well as the inaccurate statistics aboutthe loss of electricity consumption, and so on. On this basis, it is necessary to design andimplement a fast and automatic electricity-consumption-acquisition system for a large numberof citizens, and the centralized low voltage electricity power meter-reading system isproposed in this context.By integrating the power line carrier and the GPRS communication technology, thecentralized low voltage electricity power meter-reading system can read many electricitypower meters at the same time, and then sent these collected data to the central electricitypower management platform. In general, this proposed centralized meter-reading system canread1024active electricity power data form the50HZ alternating current circuit, and itsperformance satisfies the constraint of “DL/T698-1999”, namely, the technology condition ofcentralized meter-reading system for low-voltage electricity power users.The centralized low voltage electricity power meter-reading system is a high-tech product,which takes advantage of the technologies of computer and digital communication, and it isan important technical means to improve the automation level of the electricity business andmanagement. Due to its rapid and real-time meter-reading, simple installation and convenientmaintenance, it is suitable for all kinds of electricity power meters, including the single-phasemeter, three-phase meter, active meter, as well as inactive meter, which is used by the citizens,merchantmen, and all the industrial users of low voltage electricity power. The practicalapplication of this system can significantly save the labor of meter-reading, and relax theworking intensity of the employee, and is helpful to eliminating the mistakes of meter-reading,improving the precision of statistics, and detecting and preventing the behavior of stealingelectricity power.The power line resources are absolutely controlled by the power supplying ministry. Thus,by making full use of the power line channel, we can achieve the automatic meter-readingfunction in the whole power grid, according to installing and deploying the centralized lowvoltage electricity power meter-reading system, without laying the additional communicationchannel and using the public communication channel. In this way, we can significantly savethe investment of laying communication lines and reduce the cost of system maintenance. Thecommunication between the concentrator and master station is implemented according to thepublic communication channel, such as GPRS, PSTN, CDMN, as well as NET, and so on,which can significantly reduce the system installation cost, improve the system deployingefficiency, and finally achieve the convenient remote meter-reading function under thecondition of reducing the system maintenance cost.The centralized test of the electricity consumption scene in a certain urban village ofGuangzhou illustrates that the system has achieved all the requirements of automaticmeter-reading function. However, the success ratio of data collection is only98%, due to thecomplexity of the electricity consumption scene of urban village, and so we will focus on theissue of improving the success ratio of data collection in the future.
