Today the environment and energy crisis is becoming more and more serious, and photovoltaic power generation has been widely concerned for its clean character and abundant energy sources. However, the output of PV power has fluctuant, random and intermittent characteristics. If capacity and location of PV power are irrational in the distribution network, the system safety operation will be broken. Therefore, the uncertainty of the photovoltaic power output needs to be considered in planning of distribution network with photovoltaic power.Based on the fluctuant, random and intermittent characteristics, the "first distribution network line, and then the PV power" palnning idea is proposed in this paper for the planning problem of distribution network. In the implementation process of distribution network line planning, the binary ecological competitive particle swarm optimization algorithm is applied, and this algorithm can get the best result and has fast convergent ability. Based on previous work, particle swarm optimization algorithm based on Tent Chaos sequence is uesed to plan the capacity and position of PVs, and the stable convergent result is got.In the PV power planning study of this paper, two models of PV powers are discussed:one is pure PV power, the other is PV-storage power. In pure PV power planning process, the randomness of PV output and load randomness are took into account; random expectation mathematical programming model is built; and the random power flow calculation method based on semi-invariants is used. Adding energy storage devices in photovoltaic power stations is to smooth the output and reduce the effect of PV random output for power system. A double fuzzy comprehensive evaluation method is proposed for two modes of PV power planning, and judge which PV model has greater advantage in economy, fluctuation, ratio of PV in system and environmental conservation.Distribution network line planning and PV power planning are all achieved in simulation examples, and the planning results show that PV position are biased in the end of lines and PV power in distribution network can reduce network losses and has high environmental conservation. Using the double fuzzy comprehensive evaluation method and combining planning results evaluate two models PV palnning scheme. From the results, PV-storage power has stronger advantage and better prospects for its smaller fluctuation, larger ratio and higher environmental conservation in the day of environmental pollution and resource crisis.In this paper the fluctuant, random and intermittent characteristics of PV output are all considered and efficiently handled, and a new idea is offered for the future of a large number of PV powers applications in the distribution network.
