Project cost management is a complex and dynamic system, runningthrough the whole enterprise’s management process, which needs scientificapproach, strict positive attitude and flexible methold. The project cost is thecomprehensive embodiment of an enterprise’s management level, playing a keyrole in enhancing the competitiveness. Construction project cost management isthe core of the project management, and it is the first element of an enterprise’smanagement, which can enhance the competitiveness of enterprises. Theenterprise who wants to gain the profit as much as it can,must set up everyemployees’cost consciousness and strengthen the cost management, do costplanning, and constantly update, optimized, and communicate with otherconstruction enterprises. The cost of construction project management is the coreof project management and is the primary factor in the enterprise management.Itis to increase the scale of enterprise competitive power. Competition iseverywhere in modern society. If the enterprise wants to foothold in the fiercecompetition, they must have a set of methods, among which, cost management isone of the most critical one. Through enhancing the level of project costmanagement, the enterprise can benefit, employees will also be rich, and societywill be a harmonious as well.Under the the situation of Liaoning issued337900sets of low-incomehousing tasks from the national, construction enterprises need seize theopportunity, study how to strengthen the control of the project cost. It hasimportant significance on improving the construction enterprise project capital utilization and efficiency, and also has a far-reaching impact on the sustained andhealthy development of the national economy.Because of the Shenyang city subway of Lishui (public housing) project isthe first affordable housing project, which use a new technology of prefabricatedstructure, given the political significance of the project and special form. Beingthe first pilot projects,it attaches great importance from Shenyang municipalgovernment officials,therefore Zhongjianyiju is chosen to construct the project. Inthis paper, the writer will discuss the project cost management and target objectfrom the perspective of project management. This paper states the importance ofcost management system from the project cost management system. From thewriter’s own experience on the cost management practice of eleven years,combining with the practical problems occurred before and after theimplementation of the project of Shenyang City Subway Lishui (Public Housing)project, the paper is aiming at giving some basic countermeasures on secondphase of the project, including before the project implementation of the project,project implementation, project closeout phase. Cost management is still existsome problems in the project. The paper uses some planning form to carry on thecost control, from each link in construction project planning, layer upon layercontrol. And the paper also puts forward some countermeasures of strengtheningcost management from the aspects of organizational measures, technical measures,economic measures, contract measures, so as to get the bid quotation planningstage, before the approach to cost planning; the implementation process from theorganizational measures, technical measures, economic measures, contractmeasures for cost management, so as to control the cost of completion settlementwell; claim and settlement planning, data collection of good report to complete,settlement and work with the owners to check, summary and analysis of the wholeprocess cost management work of the work check after work.
