The imbalance of urban traffic supply and demand is the main cause of the trafficcongestion. With the rapid development of economy, The increasingcommercialization of plot development will lead to the attraction of the city areatraffic. The transport(road, intersection)service levels will be greatly reduced, causingthe vehicle queuing or serious traffic congestion, because of failing to manage inducedtraffic volume effectively. In order to keep balance of urban traffic supply and demand and improve thesafety and efficiency of road traffic, the paper integrated use of traffic engineering, computers, operations research to make scientific evaluation of the regional trafficimpact created by the integrating commerce, service(hereinafter referred to asintegration of business services) industry projects,to improve the traffic issues of thearea effectively. This paper studies the content follows: Firstly, summarized nation and abroad inthe field of urban transport impact assessment detailed summary and analyzed of thetrends of the current traffic impact assessment studies and discuss traffic impactevaluation principles as well as evaluation systems, mechanism.Secondly, analyzedcharacteristics and traffic demand of integration of business servicesprograms, based on actual cases of Changchun City, studied the regional trafficimpacts caused by the project detail.Thirdly, gave suggestions improving trafficorganization and optimization of the project, and use simulation software VISSIM tosimulate and verify the proposed scheme,it showed that the scheme can improveregional road network traffic service level effectively and avoid traffic congestion.
