With the world economy more and more dependent on oil and energy, transport volume of oil tanker has been accounted for the largest proportion of world merchant shipping goods. However, with the widespread use of oil tanker, the rapid development of the world economy at the same timeand a large number of pollutants into the ocean, cause serious environmental pollution and the destruction of the ecological system of marine original.Especially in the past half century, due to the large oil tanker carrying oil unit low cost and rapid oil transport demand expansion, thedesign and construction of oil tanker tends to be large-scale which greatly reduces the cost, however the negative consequences of this development pattern once the collision or grounding accidents, it will bring disaster to the local marine ecological environment. Therefore, the International Maritime Organization (IMO) has formulated and revised and improved relevant laws and regulations, so as to minimize the damage probability of ship, especially the average accident of oil tanker, and minimize pollution caused by accidents. Through the research of the International Maritime Organization (IMO) on accidental oil outflow performance in MARPOL73/78Convention and on this basis, the related technical parameters for oil tanker to adjust to meet the tanker accidental oil outflow performance.. In this paper, the main contents of the study include:(1) To study the relevant requirements of the MARPOL73/78convention;(2) to study resolution23in the annex I of MARPOL73/78Conventionabout the relevant requirements for accidental oil outflow performance;(3) Probabilities for side damage depend on the location of compartment involving longitudinal zone bounded by Xa and Xf, vertical zone bounded by Zl and Zu; transversely beyond the boundary defined by y. Similarly, probabilities for bottom damage depend on the location of compartment involving longitudinal zone bounded by Xa and Xf, transverse zone bounded by Yp and Ys; and vertically above the boundary defined by z. In this paper, the curves of the probabilities varying including longitudinal, vertical and transverse zones have been carried out.(4) By use of COMPASS software developed by China Classification Society three oil tankers are token as cases to calculate accidental oil outflow performance, different comparmentations with varying the height of double bottom, the width of side tank and numbers of tanks, accidental outflow oil performance have been calculated and the results presented. The effects of parameters on accidental oil outflow performance have been proposed to meet the Convention rapidly and provide reference for designers in optimizing the overall design of oil tanker.
