Research On The Dynamic Benefit Distribution Of Public-Private Partnership Projects

Based on the analysis of existing benefit distribution scheme for PPP projects in China, the use of stakeholder theory, and the research on the operation mode of PPP project, this paper has defined and classified the stakeholders of PPP projects. A innovative PPP project cell structure system has been established by the reference of organizational structure of biological cells. It provides a new research thought for the PPP project stakeholder relationship, and identify the main research object of the project benefit distribution.In the view of the research gaps on the dynamic benefit distribution, a three phases lifecycle dynamic benefit distribution project for PPP project is proposed according to the task importance, the degree of satisfaction and actual contribution, by employing the risk theory, the degree of satisfaction theory, the actual contribution evaluation theory and fuzzy analytic hierarchy process.In the first stage, this paper constructs an evaluation index system of task importance coefficient based on the shapely value method, measures the contribution value of the tasks which the public sector and private sector undertakes to the project’s overall goals, as the basis of preliminary benefit distribution.In the second stage, based on the survey of initial benefit distribution scheme for satisfaction and suggestions for improvement, this paper proposes a consultation adjustment scheme by employing the asymmetric Nash negotiation model based on the satisfaction degree.In the third stage, this paper puts forward the periodicity task performance evaluation index system to evaluate the reality contributions of both public and private makes in the operation of the project, as the finally determined reference of the benefit distribution.In summary, this paper designs a three phases dynamic benefit distribution coefficient determination model for the public sector and private sector of PPP project:the initial distribution based on the task importance; the consultation adjustment based on the degree of satisfaction and finalization based on actual contribution, on the basis of research on PPP project stakeholders.
