With the rapid development of China’s economic construction, the enterprise projectshave changed from the single and centralized model into more diversified and decentralizedmodel. Many enterprise projects are not only widely distributed geographically but also thespecies of them have become increasingly complex and integrated. Under the premise ofthis market background, project management also has changed from the original singlemodel into a new program management which pursuit strategic benefits of programmanagement. Through the research on the targets, benefit and implementation method, itcan creative more benefit that the corporation can’t get when they manage those factorsseparately. The topic selection has the practical significance.Benefit management is the core and the ultimate goal of the program management. Toachieve the strategic objectives of benefit management, the program management teamshould formulate the value-oriented benefit management strategy based on enterprisestrategic objectives in the initial stage of the program and establish a framework torecognize, quantitative and evaluate the benefits. Also should determine the object andscope of the program expected benefits to set the direction and principle for the follow-upprogram work.First, this paper uses the method of combining theory and practice, on the basis of acomprehensive analysis of the content of program and program management, using strategicdetermine management as framework and program stakeholder management asimplementation details, it has determined the steps and tools to the formulation of programbenefit management strategy. Secondly, It determines the input way of the program benefitstrategy model and the quantitative evaluation method based on value method. Consideringthe corporate benefit as final goal, it ensure the value orientation and objective quantitativejudgment standard when the model is implemented. Finally, this paper using the example ofthe Cinema construction program of one Xi’an Film Company to analysis the formulationstep to benefit management strategy based on the real program situation and date.
