The pastoral complex is a bridge for the overall development of urban and rural areas in China.Since the document No.1 of the Central Committee of China in 2017 proposed to promote the construction throughout the country,the research on the pastoral complex has entered a white-hot state.Vigorously developing rural construction is an urgent problem to be solved in our society at present.As the main carrier of solving this problem,pastoral complex has been developing slowly since it was put forward.However,in the new era of rural agricultural development,taking leisure agriculture and tourism agriculture as the development direction is a beneficial exploration to promote the coordinated development of urban and rural areas,the comprehensive development of agriculture,governance and reform.Farmers are the basis and foundation of participating in the construction and development of the rural complex project.Farmers participate in the project in the form of farmers' cooperatives,making the countryside a new countryside with production,leisure,entertainment,life and creative culture,and promoting the rapid development of rural economy.The idyllic complex is a huge project,which involves multi-party participation,and the problem of balancing the interests of stakeholders to the greatest extent can be guaranteed.It is a problem that must be solved in the construction process of the project,and also a fundamental measure to implement the spirit of the central document.This can not only ensure that the interests of farmers and other vulnerable project stakeholders are not infringed,but also ensure the smooth construction of the project.In this context,this paper mainly integrates the idea of project stakeholder management,takes the selection of the construction plan of the rural complex project as the research object,regards the balance of interests as the problem to be solved by decision-making,and constructs the decision-making model of the construction plan of the rural complex project,so as to provide practical reference for the promotion and construction of the rural complex.On the premise of consulting a large number of documents and materials,this paper investigates the first rural complex project in China,the Oriental Garden of Wuxi.It combines theory with practice,quantifies qualitative linguistic variables,and studies scientifically and perfectly the decision-making model of the construction scheme of the rural complex project.Firstly,The project stakeholders in the pastoral complex were identified and analyzed.Firstly,the paper identifies the list of project stakeholders according to the literature consulted,then filters and deletes the list by means of expert interviews and groupdiscussions,and finally gets the list of project stakeholders participating in the decision-making of the construction scheme of the idyllic complex project.Using the method of questionnaire,this paper conducts an empirical analysis of project stakeholders from three dimensions of contribution,power and risk in the framework of stakeholder analysis,in order to verify whether there are differences among the three dimensions of stakeholder analysis and whether there are differences among the three dimensions of stakeholder analysis.Finally,the project stakeholders of the idyllic complex are classified according to the results of empirical research.Secondly,The evaluation index of the decision-making model for the construction scheme of the pastoral complex project is constructed.Firstly,this paper analyses the interest demands of the core stakeholders,and then combines the customer satisfaction theory with the stakeholder management theory to form the stakeholder satisfaction of the project.It is analyzed that the stakeholders of the rural complex project need to consider from the perspective of stakeholder satisfaction in order to achieve the balance of project interests.Based on this,12 evaluation indicators for decision-making of rural complex project construction scheme are constructed,and then an empirical analysis is carried out to verify whether there are differences in the importance of stakeholders' judgment of the12 evaluation indicators for project decision-making and whether there are differences between different types of stakeholders in the same project decision-making evaluation indicators.Finally,different weights are given to the project construction plan when it is evaluated with the results of empirical analysis.Thirdly,The influence path of project stakeholders on decision-making of project construction scheme is analyzed.Based on the characteristics of the rural complex project,this paper proposes a stakeholder analysis framework.With the four dimensions and the practical performance of the balanced interests of the rural complex project,this paper makes an empirical analysis of the relationship between the stakeholders and the implementation of the balanced interests of the rural complex project by using structural equation model,so as to study the influence path between the stakeholders and the balanced interests of the project.Finally,the key impact path is obtained through analysis,and the path is analyzed.The final conclusion paves the way for the paper to build a decision-making model.Fourthly,Establishment of decision-making model for construction scheme of pastoral complex project.On the basis of summarizing the characteristics and principles of the decision-making of the construction scheme of the pastoral complex project,combining the decision-making characteristics of the project stakeholders,taking the balance ofinterests as the core requirement of the decision-making,seeking the maximum weighted satisfaction of all parties in the decision-making and the minimum distance between the ideal scheme of the project,the construction scheme of the pastoral complex project is constructed.Decision model.The model uses the empirical analysis as the evaluation weight,and synthetically considers the final decision-making plan.Finally,This paper chooses the most representative idyllic complex project in China,the Oriental Garden of Wuxi,as a case study.On the basis of field investigation,this paper combs and analyses the collected data.Firstly,it introduces the general situation of idyllic oriental,then analyses its construction conditions and project planning.On this basis,it understands the optional schemes in the initial stage of planning,and verifies the scientificity of the decision-making model constructed in this paper by using the decision-making model proposed in this paper.And feasibility.At the same time,it provides valuable reference information for the future development of the project and the management of project stakeholders from the three dimensions of economy,society and environment.This paper provides an operable and scientific method for the decision-making of the construction scheme of the pastoral complex,and provides a reference for the management of project stakeholders in the pastoral complex.At the same time,the proposed framework for stakeholder analysis is also comprehensive and systematic.It provides a reference for the study of the theoretical system of idyllic complex,and at the same time,it can give some suggestions to the current practice of popularization and construction of idyllic complex.
