There are a great number of transport hub projects in construction in our country, and the construction scale of them is constantly expanding, while their strategic significance are more and more important, The Investment of integrated transport hub project is very huge, while construction period is very long, and the operation period will last several decades. Although the value of project is mainly reflected in operation stage, while the core affect factors whether integrated transport hub project can fulfill the value is not in operation stage. The operation stage often reflects passively the result of design and construction, while it's not key factor of value achieving.The theory field of project management recognizes gradually that the key factors for realizing project value depends on the design at the pre-project period. Meanwhile, more and more project managers come to the consensus that core of realizing the value of project mentioned in the LCC theory is design at the pre-project period, which means that whether the value of project can be realized or not is decided in large degree by the quality of benefits design at the pre-project period.Meanwhile, because whether the value of integrated transport hub project can be realized or not is mainly showed by whether the achievement of final delivery project can meet the needs of stakeholders. Therefore, at the stages of design, construction and operation in life cycle of integrated transport hub project, although the stages of construction and operation of project take most part of the whole project life cycle, the functions are realized at the stages of pre-project and design. Moreover, the degree of satisfaction of stakeholders'benefits requirements influence directly and even decides the degree of realizing value of integrated transport hub project.Tianjin Railway Station Integrated Transport Hub is the commute center of Intel-city Railway, common railway, urban rail transit, bus, taxi and other transport way. Thus it's a previous research example.This paper takes Tianjin Railway Station Integrated Transport Hub as research object. From the perspective that benefit of Tianjin Railway Station Integrated Transport Hub Project should meet the need of stakeholder's interest acquirement, and this paper think that the benefit management arrangement should be based on the stakeholder's demand. And Quality Function Deployment method (QFD) is used to transfer abstracted functional demand into identified design demand, so as to fulfill the Tianjin Railway Station Integrated Transport Hub Project benefit arrangement.
