The traffic factor limited development of Chongming islands for a long period. The project of Shanghai Yangtze river tunnel bridge engineering led a revolution in traffic method of Chongming island, however, although the channel connected Shanghai, Changxing island, Chongming island and Qidong city, it couldn’t solve the external traffic problem in Hengsha island. In the master plan of Chongming islands, Hengsha island is marked as tourist area. So a larger traffic capacity is requested for not only local trip but tourists’visit. But the existing dock couldn’t handle such heavy passenger flow, so it is necessary to optimize existing dock.This paper include following aspects,1Review the development history and planning of Chongming islands, primarily Changxing and Hengsha island to verify the necessity of study, and make preparation for Changxing-Hengsha dock optimization;2Analysis the traffic status of the area include Shanghai city, Nantong city, Qidong city and Chongming island with Trans CAD to calculate traffic flow and distribution of Yangtze estuary area to ensure the passenger capacity on Changxing-Hengsha route;3Use the Queuing Theory to discuss the number of docks for shortening average waiting time and maximum resource utilization.
