Many scholars have made efforts to use the different disciplines of a method or a combination of a variety of methods to study port hinterland and hinterland division method, and have made great achievement. However, as time flies and the society develops, also with partitioning the port hinterlands has complexity and port hinterland is dynamic, accurate and reasonable division of the port hinterland, especially the appropriate division of the overlapping hinterland is a difficult problem, and become more and more important. Range of port hinterland, depends largely on the port infrastructural conditions, the level of operations, collection and distribution system, and from the economic and other conditions, but also by the port and the hinterland of the degree of historical and cultural ties and government policies and other factors. The ports in same area compete for the hinterland and the hinterland is repeated divided, resulting in the malicious competition between ports, waste of resources, lack of overall planning and is bad for long-term construction and development of the port and regional port group. Existing scholars use a variety of methods from different angles for hinterland division, but basically the definition of the scope of a port’s hinterland, without a reasonable way to divide the hinterland that belongs to two ports. Thus it is necessary to explore a method to divide the hinterland especially the overlapping hinterlands.Start from the perspective of systems engineering, the more rational quantitative and qualitative divided based on the port hinterland. First, on the basis of summing up the status quo of Chinese and foreign scholars, a clear concept of the port hinterland and the port hinterland in accordance with different properties have been classified. Second, studies of the existing hinterland division method, summarizes the characteristics and disadvantages of each type of hinterland division method, and reasonable evaluation plume model proposed in the application of systems engineering to solve the hinterland of the division. Thirdly, drawing on previous studies, discusses the port hinterland range of influencing factors, to lay the groundwork for further study. Fourth, from the plume model and build the hinterland by plume model, the discussion of the basic model is constructed to solve the partitioning problem in the hinterland. Factor analysis using SPSS software, the key variables in the model port source strong solution calculated. Fifth, the two major ports in the Bohai Rim Economic Circle, Dalian and Yingkou Port, for example, the hinterland is divided, a clear cross the hinterland of the port range, and the two ports hinterland expand forward reasonable proposals.
