The rapid development of economy, and the Reform and opening more increasing for the accession to the WTO makes the international trade business more prosperity in our country. In recent years, the Inland international trade gradually increased.Because of the development of the hinterland, at the same time; the freight traffic is increasing between Coastal and inland. Increasingly fierce between ports is common for possession of more inland customer. The rise of the inland port provides favorable conditions for the transport of goods turnover. Along with the increase of appropriate cases goods, transport containerization becomes a trend; the container yard played a large role in the inland port. Many container transportation enterprises set up the office or set up inland point for return container in the inland port. The increasing freight traffic, make more complicated of the management of the container, especially in the empty container transportation management in the land. Increase of the business, has brought the empty container transportation cost increasing. This would require the container yard in the inland port play the role of hub and coordination. The paper optimized dispatching system accord to the pivotal role of the inland port in the empty container transportation system.State the reason for the rise of the inland port through the analysis to the coastal ports, the inland customer and the development of inland cities.While the paper analyze the empty container transportation system, from the transportation of the container, the characteristics of dispatching, the existing dispatching measures,and mainly focusing on the empty container transportation aspects.The paper stand the point of the container transportation enterprise, established related mathematical model as the target of the minimize cost,from easy to hard, first, assume the demand of the container customer is certainty, take the container yard in the inland port as the system center, take the inland customer and the coastal ports as the main system node, the paper analyzed the container flow system and established the empty containers dispatching model at the condition of the determined demand.Then analyze the empty containers dispatching system of the demand is not certainty, established the corresponding empty containers dispatching model.Considering the Genetic algorithm has the advantages in the characteristics of the group search strategy, individual information exchange in the group and not depend on gradient information search, added to the constraint condition is complex of the model, the paper use Genetic algorithm to solute it. At last, the paper verifies the validity of the model through a numerical example.
