With the competition of container transport enterprise aggravated and the demand of shipper omni-directional door-to-door containerized transport increased, container transport enterprises introduce its logistics development strategy one after another. In inland containerized transport management, empty container allocating and transportation cost include empty container transport cost and leasing cost account for inland container manage cost 55% about, this makes the management of inland empty container allocating become the most important respect of management of the container.This paper analyses the influence factor of empty container allocating cost and empty container allocating efficiency, etc. these factors are summarized as the following three points: First of all, neglecting the structure of the inland empty container allocating network; Moreover, the operation of daily empty container allocating rely mainly on the experience; Finally, the existing empty container allocating model lack practicability.According to the analysis this paper discusses, from two respect, the optimization of inland empty container allocating. And the tabu search algorithm is developed for solving these large scale mix-integer planning problem according to the characteristic of the problem; Second, the daily empty container allocation model, considering the factor of dynamics, randomness and multi-commodity, optimize the flows between the custom and the inland empty container depots and between the empty container depots.Finally, this paper applies these two models to Hunan YY container enterprise. Gained the overall arrangement optimized of the inland empty container depot, the customer's distribution to a empty container depot, the flows between the inland container depots.
