Study On Safety Management Assessment For Road Tourist Passenger Transportation

This paper is based on our country road tourist transportation safety status, firstly it analyzes the constitution of road tourist transportation system and the characteristics of traffic accidents, which helps draw forth the importance of safety management. Then it starts from the point of system safety management, analyzing the influence factors from the aspects of people、vehicles、environment and management. By identifying and analyzing the potential hazards of tourist traffic, also combining with the status of enterprise’s safety management, it establishes a set of safety management evaluation index system and uses AHP determine the index weight. It tries to use FSA which is the standard safety evaluation method to evaluate passenger transportation safety, through the analysis of the safety management of costs and benefits proves that it has a good economic benefit to conduct safety management. Then it takes the passenger transport company as an example, using FSA to evaluate it’s safety management level and identify the defects and loopholes in safety management process, it can help company clear the direction of safety management, to improve the tourism passenger security situation and company’s management level, then achieve the aim that elimination of control potential safety hazard and risk.The safety management evaluation methods proposed in this paper can be applied into the beforehand and afterwards evaluation, it can help company identify the problem in operation management. And it proposes to establish the comprehensive management mode which combines the passenger transport company self evaluation with the administrative departments safety evaluation to transport companies, it can improve the management level of passenger transport industry and has a certain practical guiding significance to strengthen the tourist safety management and avoid the tourism traffic accidents.
