AIS and ship emergency response services.ERS have been used, have made a positive contribution to improve the effectiveness of the maritime administration and shipping security.Although taking a lot of means and methods, resources are limited number in maritime administration, ships is still increasing, port construction is accelerating, resulting in a maritime accident.Maritime accidents have been sudden unpredictable and huge losses and so on, how to eliminate the accident at an early stage, to reduce the loss of the accident in the limited resources, that requires scientific management and efficient operation, this paper will combine the emergency response theory with the VTS. to establish the VTS Marine emergency response system, to explore the scientific and efficient methods handle maritime accidents, and ultimately to improve the emergency response capacity and efficiency of maritime administration system to protect human life and the people’s property in the maximum extent to build a harmonious socialist society.
