To meet the demand for urban environment, people need to build the landscape channel with hydrophilic concept and try to build a harmonious atmosphere between the human and the nature. Along with the speeding up of today’s urban development, people has higher requirements for river channel to play its comprehensive functions.Today the pursuit that people and water exist in the same harmonious city space has become citizens’general requirements. Among urban landscapes, the channel construction has become one of the focuses in river regulation. A Landscape channel is the landscape along a river. On both sides of the river scatter strange natural scenery, history humanities landscapes, folk architectures with unique charm. It brings up many celebrities, and there are a lot of famous special local products along the river, which attract many tourists. Building sluices and dams are often the method used. In this way we can raise water levels, widen the area of upstream water and increase the storage capacity so as to improve the water environment and form landscape channel. Many cities at home and abroad promote the development of cross-strait economic by building landscape channel.Taking Suzhou River for example, the sluices across its estuary can be more flexible to adjust the Huangpu River water source, which improve the water quality of the main stream of the Suzhou river and its tributaries. And it not only enriches the bund landscapes but also promote the traffic development of Suzhou River estuary area.Hongyuan Sluice gate is an important part of comprehensive treatment project. Its main task is to control the upstream water level by controlling the flow which passes through the sluice gate. Thus the flood is changed into water for landscape and made full use of. River landscape function and flood control function are contradictory. The existence of the reservoir for landscape makes the flood water level go up, which will have a bad effect on Xiaoqing River’s flood control. If taking the river flood control as the top priority, we must lower the landscape water level. Meanwhile it will affect the landscape function. Therefore, designing a proper scheduling scheme to adjust HongYuan sluice’s flow has a strong practical significance.The main contents and conclusions in this paper are as follows:1. According to1%design flood hydrograph upstream Meng Sluice in Xiaoqing River basin to work out10%,5%and1%design flood hydrograph upstream Hongyuan Sluice by using the flood peak homogeneous multiple enlargement method.2. To put forward a detailed scheduling principle about landscape water level of the Xiaoqing River and determine the operating index of landscape channel during flood season.3. To obtain scheduling scheme calculation steps for a certain period according to landscape channel of flood scheduling principle and operating index.4. To formulate dispatch scheme operating table for Hongyuan Sluice gate according to the calculation result of the design flood dispatch scheme.With the river water level as the control condition, considering the opening and closing rules of Hongyuan Sluice, the relationship between opening and discharge, and the discharge capacity of the downstream river channel, we have carried out scene simulation scheduling, according to design floods of different frequencies and calculated a design flood dispatch scheme for once every10years to20years. According to the calculation result of the design flood dispatch scheme, considering the gate technology requirements and convenience for operation, along with early effects of basin rainfall and possible rainfall levels (weather forecast), we formulated dispatch scheme operating table for Hongyuan Sluice gate, which provides a technical support for scientific dispatching of Hongyuan Sluice gate.
