With the frequent accidents of high-rise fire for over years, the problem that how to evacuate the affected people to safe areas efficiently and reliably have became a social concern. Based on this background, the paper from the point of view that increase the efficiency in evacuation and shorten the evacuation time, deep study of compounded evacuation strategy which is combine the evacuation by elevators and stairs at the same time in high-rise fire. This paper first proves the practicability of using elevator to evacuate people of high-rise buildings in case of fire, and the paper discuss the domination of the key time that using the elevators in high-rise fire. Then analyzing the several drawbacks of the traditional ways of evacuation using elevators or stairs, the paper put forward an improved evacuation strategy which can integrate the evacuation by elevators with stairs at the same time. The improved mixed evacuation strategy which paper suggested not only can play the speed advantage of evacuation by elevators in the long distance, but also the stairs can distribute some affected people on the lower floors of the high-rise building, cover the shortage of evacuation by elevators, and so that achieve optimal evacuation over the whole building. Basing on the improved mixed evacuation strategy, paper analyzes the behaviors of the affected people who evacuate using elevators and using stairs by the way of making mathematical models. And then taking a certain building for example, paper proves the large superiority of mixed evacuation strategy. Finally, paper manage to seek the optimal evacuation plan of certain high-rise building using genetic algorithm, proof the validity and general applicability of improved mixed evacuation strategy which paper put forward.
