As China continues to develop the socialist market economy. its constructionfield achieved great progress and development. For example, the idea, experience andmethod of the project management are unceasingly developed and improved-fromthe extensive and conventional management in the planned economy to the fine andpersonalized management. In addition, the cost control has been developed rapidly:from the government-priced management to the establish of market-priced mechanism;from the previous quota valuation mode to the valuation method of engineeringvolume list. Considering the actual conditions as well as the realities, greatimprovements have to be done in the project cost management. Therefore, it isrequired to continuously explore new methods in the project cost control.In the paper, the author on the point of view from the cost control, by applyingthe systems engineering, regarding the phases of the construction project, such asbidding, contract negotiation, in preparation for construction, construction,completion and maintenance, as a whole of interaction, analyzes carefully the impactsfrom the factors in every phase on cost control. Meanwhile, the paper also analyzesthe features of the construction project cost control system which is open, far fromequilibrium, of non-linear interaction and fluctuations, by applying the theoreticalcreativity of the dissipation structure to the process of the cost control of theconstruction project, before the performance evaluation of the construction projectcost control is established Finally, the paper further illustrates, through a specificproject case in my work experience, how to apply the method of performanceappraisal of the cost control to the actual construction projects, to promote the costmanagement.
