Climate change has attracted worldwide attention. The substantial increase in carbon emissions has become one of the main causes which recognized by the academic community. In the period of industrialized society, the fast urbanization and rapid economic growth is accompanied by huge amounts of carbon emissions, so it is the key to reduce carbon emissions in China. Settlements are main components of the city, with lots of land and buildings, and it is the main place to residents life and communication, so its design whether low carbon directly affect the level of urban carbon emissions. Accordingly this article take the settlements as the research object, from road traffic organization mode, in-depth research from the public service facilities configuration, green landscape design, development, strength and block size control. The main purpose of the research is to explore the low-carbon settlements planning mode in Jinan, guiding construction direction of low-carbon settlements.First the paper summarizes the latest progress about low-carbon settlements at home and abroad in the theory and practice, and carries on the concept analysis, found that the main core concept of low carbon content:measurable and verifiable, rather than a large, empty sloganeering design. At the same time, taking Jinan as an example, this paper discusses the basic characteristics of residential construction, seeking the contradictions between residential construction and low-carbon, put forward the corresponding planning methods. First the low-carbon settlements must have a suitable development intensity and block size, in the end concludes include that the Jinan low-carbon residential’s average floor area ratio should be within2.0, block size should be130-150meters advisable. Secondly on this basis, it advices to configure public facilities, simulated the TOD organization pattern. And put forward the concept of compound residential design concept realizing regional traffic microcirculation, to reduce residential traffic emissions. Third in today pay attention to the residential landscape planning, which advocates for more conducive to increase carbon sink and improve green mode to reduce the impact on the city, such as suggestion to reduce residential internal parking increase green area and development of stereoscopic greening, adopt the way of vertical elevation above the green road elevation improves the ecological benefits of green space, building distributed sewage treatment facilities at the same time, to the use of rainwater and sewage resources cycle and reduce the load of the city.Finally paper proposed low-carbon settlements planning and design mode, and to quantify the above countermeasures performance analysis, prove that low-carbon settlements in reducing transportation emissions and increase carbon sinks.
